Under the new rules, the government will continue to improve commodity distribution networks in rural areas. There are also plans to set up another group of distribution centers in the next two years.

At the same time, the government will increase the variety of commodities available in rural markets, and expand schemes providing subsidies for farmers to buy home appliances. The State Council will also improve service facilities in urban communities, promote upgrades of durable goods, and stimulate auto consumption.

Other measures include supporting small and medium trading companies, stimulating consumption during holidays, and stepping up supervision of product quality and safety.

Chang Xiaocun, Ministry of Commerce, said, "The key of the twenty measures lies in rural areas. We will first focus on rural markets and the circulation of farm products. We are aiming to offer more choices in terms of commodities for farmers. And we will provide more convenient and favorable services, as well as safer products to them."
