Deputy railway minister, Lu Dongfu, said the new railways will help promote economic growth, ease transport bottlenecks and provide at least six million jobs. He did not say how much of the investment was new or how much had already been approved by the central government.

But he did note that some of the projects have already begun, such as the high-speed link from Beijing to Shanghai. Some new railways will be built to connect major cities, and others will be dedicated to transporting coal in inland provinces and regions including Inner Mongolia and Shaanxi.
