The post would make Napolitano head of an agency formed to boost civil defense in the wake of the September 11th attacks.

Napolitano is a former Attorney for Arizona and state attorney general.
She is the first U.S. governor to call for the National Guard to assist with border security at federal expense.
Napolitano is also being considered for U.S. Attorney General. But Obama is said to favor giving this position to former Justice Department official Eric Holder.
