A spokesman for the United Front Work Department of the CPC Central Committee says it's time for the Dalai Lama to respond with sincerity.
He says the Dalai Lama should prove his sincerity by deeds. Especially since the Central Central government has extended and communicated goodwill during a recent meeting with his private representatives. During their stay in Beijing last Tuesday and Wednesday, the two representatives met with leaders from the United Front Work Department.
The spokesman says the representatives of the Dalai Lama held discussions with department head, Du Qinglin. He told them the Dalai Lama should openly and explicitly promise to refrain from supporting the following four things and then prove his sincerity by concrete actions:
They are:
Do not support activities aimed at disturbing the upcoming Beijing Olympics; Do not support any plots to fan violent criminal activities; Do not support and concretely curb the violent terrorist activities of the "Tibetan Youth Congress"; and do not support any argument or activity seeking "Tibet independence" or splitting the region from the country.
The central government had previously asked the Dalai Lama to STOP all activities aimed at plotting and inciting violence, disrupting and sabotaging the Beijing Olympics and splitting China.
The spokesman says the four "Not-To-supports" are detailed measures of the three "Stops". They are more practical and more convenient for the Dalai Lama to follow. The spokesman says the door for dialogue is always open. He says the contacts between the sides will make positive progress. But only if the Dalai Lama translates his words into action and truly upholds and practices the four "Not-To-supports".
The spokesman also says as required by the two representatives the central government has agreed in principle that the next round of contacts may be held before the end of this year.
