NPC amend Law for Protection of Disabled Persons

Members attending the second session of the Standing Committee of the 11th National People's Congress have been discussing the draft amendment to the Law for the Protection of Disabled Persons.They say that protecting disabled people is an essential aspect of protecting human rights.

Most Standing Committee Members are satisfied with the latest draft amendment, which is being discussed for the second time.

They say the amended law further clarifies the protection of the interests of the disabled, and shows the country's special respect for human rights.

Member of the NPC Standing Committee Cong Bin said, "People with disability are part of our nation's citizens. They deserve special care from the government and the rest of the population. To protect their rights means to protect human rights. The amendment also reflects the humane concern of this policy."

The draft amendment has more details on the education for the disabled, emphasizing both their emotional and physical requirements.

Members say the draft amendment also refers to the protection of the disabled in terms of their political rights.

Jiang Jian, a NPC deputy from Shandong province, has raised dozens of proposals on the issues of the disabled over the last ten years. She is happy that many of her ideas are now included in the law.

NPC deputy Jiang Jian said, "It is very clear the law aims to bring equality for the disabled. I am looking forward to the amendment being passed as it protects the right of the disabled to share the fruit of the policy of reform and opening up."

The participants agree the amended law will play a vital role in the protection of the rights of the disabled.

NPC deputy Tso Wung Wai said, "In the past,disabled people had to rely on the assistance of others.Nowadays there are more amenities and policies for the disabled. These include the education policy, special equipment for the disabled,non discrimination, and more. The law itself shows the way forward for us to carry out our responsibilities in this area."

The draft amendment has not changed much in the second reading. And it's expected to pass in tomorrow's plenary session of the NPC Standing Committee.
