Just hours before the Annapolis conference, Israeli troops exchanged fire with Palestinian militants in Gaza strip, killing at least four of them.
The violence continued on Tuesday with an Israeli air strike killing at least one Hamas militant.
Israel has tanks and bulldozers along the northern Gaza-Israel border and has gone on its highest alert ahead of the peace talks.
Meanwhile, Hamas leader Ismail Haneya convened a "Gaza summit" on Monday to counter the US-sponsored peace conference. The "summit" of Hamas leaders proclaimed their opposition to peaceful coexistence with Israel.
