Special Report: 17th CPC National CongressThe Party Congress is widely viewed as important for setting the development agenda for the party and the country.
The National Congress is a central leading organ of the Communist Party of China.
Held every five years, the National Congress is convened by the Party's Central Committee.
Its functions and powers are - hearing and examining reports by the Central Committee as well as the Central Commission for Discipline Inspection;
Discussing and deciding on the Party's major issues; Revising the Party Constitution; and Electing the Central Committee and the Central Commission for Discipline Inspection.
Over the years, the National Party Congress has dealt with critical issues concerning the development of the CPC, and made important decisions for the country's growth.
The First National Congress discussed the matter of officially establishing the Communist Party of China. It adopted the first Party program and decided on the name and the objectives of the Party.
The Second National Congress adopted and issued a declaration, which for the first time in modern China, stated the tasks and orientation of the Party. The CPC Constitution was also adopted.
The Seventh National Congress worked out the Party's political line, which was to mobilize the people's forces to defeat the Japanese invaders, liberate the whole country and build a new democratic China. Mao Zedong Thought was integrated as the theories for the practice of the Chinese revolution.
The Eighth National Congress was the first one since the Party came into power with the founding of new China in 1949. It was held at a time when socialist transformation in China had become mainstream and the Party faced new situations and tasks. The Congress stressed the issue of building the CPC as the party in power, and gave directions for the development of the socialist causes.
The Fifteenth National Congress was held during a crucial period of the country's reform and opening up. Deng Xiaoping Theory was established as the Party's guideline ideology and the CPC's task was defined as leading the Chinese people along the socialist road with Chinese characteristics to build China into a powerful, democratic and civilized modern country.
The 17th National Congress is scheduled to begin October 15th in Beijing.
