Joint proposals for promoting Cross-Straits ties

Special Report: 3rd Cross-Strait ForumJoint proposals agreed at the cross-strait forum. The proposals stress educational exchange, travel to Taiwan by mainland tourists, and direct flights across the Taiwan Straits.
The joint proposals recommend the following:
Promote cooperation in the aviation industry and direct flights across the Straits. Increase charter flight frequencies and destinations and allow more people access to these flights.
Encourage non-governmental aviation organizations to achieve regular direct flights as soon as possible, and also to take over air traffic control. Explore the possibilities of setting up branches in Taiwan by mainland aviation companies.
Promote links in navigation. Explore the possibility of setting up branches in Taiwan by mainland navigation enterprises. Encourage exchanges and cooperation in sea rescue operations among professional civilian organizations across the Straits.
Expand the scale and levels of direct exchange and cooperation between Fujian province and Kinmen, Matsu, and Penghu. Encourage Taiwan authorities to consider the needs of people in Kinmen and Matsu, and agree to build water and electricity tunnels running from Kinmen and Matsu to the nearby mainland coastal cities.
Push forward cooperation in education. Encourage exchange and collaboration between colleges across the Straits. Strengthen professional exchanges on various levels, including teaching and research. Encourage Taiwan colleges to recruit on the mainland. Provide more job opportunities for Taiwan students on the mainland.
Increase the number of mainland tourists to Taiwan. Support non-governmental organizations to establish regular cross-strait travels.
Promote peaceful development of cross-strait relations. Oppose any activities endorsing "Taiwan independence." Resume talks as soon as possible based on the 1992 Consensus.
JOINT PROPOSALS FOR CROSS-STRAIT RELATIONS:
Promote cooperation in aviation

Work on the establishment of commercial aviation agencies in Taiwan
Work on the establishment of navigation enterprises in Taiwan
Cooperate in sea rescue operations
Expand exchanges between Fujian province and Kinmen, Matsu, and Penghu
Build cross-strait water and electricity tunnels
Cooperate in education
Welcome Taiwan colleges to recruit on mainland
Increase number of mainland tourists to Taiwan
Support NGO traveling agencies
Promote cross-strait relations
Oppose "Taiwan independence" activities
Resume talks based on 1992 Consensus
