Top Chinese leaders joined group-discussions on the opening day of the annual session of the National People's Congress.
President Hu Jintao told deputies from Tibet the central government has given priority to the development of the autonomous region. Last year saw the opening of the Qinghai Tibet Railway, which has boosted the regional economy and tourism. Hu Jintao said the plan is for continued progress, based on the concept of scientific development and creating a harmonious society.
