The Republican senator wants 15 to 30,000 more soldiers deployed to control sectarian violence and achieve stability.
McCain was speaking in Iraqi capital, Baghdad, where he and five other US Congress members are meeting with US and Iraqi officials. McCain has long said that a major reason for the ongoing violence is that Bush sent far too few troops.
The US military still has about 140,000 troops in the country and many have called for this number to be reduced. Most Iraqis say they want the US to set a timetable for all its soldiers to leave.
