Arroyo said there are lessons to be learned from the disaster. Families of the victims lit candles in the hope they will find the bodies of their dead relatives. Official records show 450 dead and 636 missing. But the head of the local Red Cross said more than 1,000 died in the typhoon. More than 1 million people have been affected, with about 20,000 at evacuation centers.
