UN: Can’t confirm DPRK nuclear test

The UN body overseeing a global ban on nuclear testing can't confirm that the DPRK's underground explosion was the result of testing a nuclear device.
But the head of the UN's Comprehensive Test-Ban Treaty Organization, Volodymyr Yelchenko, has ruled out the possibility of an earthquake from a technical point of view. Earlier, the US said its preliminary intelligence analysis showed radioactivity in air samples collected near a suspected DPRK nuclear test site. But independent experts said confirmation might be elusive because the blast appeared relatively small, possibly the result of an unsuccessful test.
