　　BERLIN (AP) -- Hundreds of World Cup tickets found at a Frankfurt tram stop will be made available to the public.

　　About 800 tickets that originally were allocated to the broadcasting rights holder Organization of Iberoamerican Television (OTI) were found Thursday in a plastic bag. The bag was taken to the tram's lost property office, then was handed over to the German soccer federation.

　　"We are launching a process to get the tickets back to the people," Gerd Graus, a spokesman for the German organizing committee, said Friday. "We will also reward the finder of the tickets, but first we have to deal with getting the tickets to spectators."

　　Graus said the tickets originally were confiscated from an OTI official when he arrived in Germany. A total of 63,000 tickets had been distributed to television rights holders.

　　Organizers also are investigating how tickets allocated to the Ecuadorean Football Federation were offered for sale at a ticket agency in Bad Kissingen, the Ecuador team's training base in Germany.

　　"We have asked the Ecuadoreans for an explanation, but have not received a response yet," Graus said.

　　The sale of the tickets by the city-owned agency at more than face value, which is against World Cup rules, was stopped after organizers appealed to the Bad Kissingen mayor to intervene.

　　FIFA also addressed the issue of racism during its briefing Friday, hours before Munich police removed a banner with swastikas from a bridge.

　　Police received a call from a motorist who saw the banner on a highway bridge featuring two swastikas next to the words "FIFA World Cup" and "Germany."

　　Anyone caught making racist remarks or carrying racist banners will be expelled from stadiums and banned from attending other games . Any such banners or flags will be confiscated from fans before entering stadiums.

　　German soccer federation security official Hans Florin encouraged fans to repudiate racism by fellow spectators, saying those acting offensively were just a "small percentage of people."

　　The rest of the fans should "make clear they will not accept this type of thing," Florin said.

　　Despite its efforts to increase penalties for racist behavior, FIFA said it had to respect local laws when deciding on penalties.

　　"We discovered it's not very easy from a legal point of view ... to punish people just like that," FIFA spokesman Alain Leiblang said. "There are rules in each country ... and we must respect those rules."

　　FIFA has regulations allowing referees to punish any racist behavior by players on the field.

　　The struggle against racism "is a long-term fight," Leiblang added.
