  BERLIN, July 8 (Reuters) - Favourites Italy are in danger of losing out on their bid to stage the European Championship in 2012 as a result of the Serie A match-fixing scandal, a UEFA official has said.

  A member of UEFA's Executive Committee, who has a vote when the decision is made in December, has told Reuters that unless the management committee of the Italian Football Federation (FIGC) is totally overhauled, Italy cannot be awarded the 16-team tournament.

  Italy, who face France in the World Cup final on Sunday, are competing against joint bids from Poland/Ukraine and Hungary/Croatia.

  "Although the scandal will obviously have blown over by the time the championship is held in six years time, UEFA cannot now be supporting the Italian FA unless it is completely re-organised by the time we decide," Reuters has been told.

  "We find ourselves in a very difficult position. If the vote was being taken tomorrow, I am not sure who would win it, but it could not be Italy."

  The fact the decision will be made on December 8 after site visits in September does give the Italians time to get their house in order.

  EMERGENCY ADMINISTRATOR

  Currently the FIGC is being run by Guido Rossi, an emergency administrator who was appointed by the Italian Olympic Committee (CONI) following the resignation of Franco Carraro as president.

  Carraro, along with vice-president Innocenzo Mazzini, resigned after they featured in telephone transcripts linked to the match-fixing inquiry.

  Carraro is still a member of UEFA's executive committee.

  The strictly sporting side of the FIGC is being run on a temporary basis by former AC Milan and Italy midfielder Demetrio Albertini.

  Rossi and Albertini have been appointed with three-month mandates which could be extended but UEFA and FIFA will both be keen for the Italians to return to a democratic structure as soon as possible.

  Last November, long before the scandal began, UEFA's chief executive Lars-Christer Olsson said there were some problems with the Italian bid, although it topped a ballot held to establish a short-list of candidates.

  "They are in pole position but as we know from Formula One, having an early advantage does not guarantee victory in the actual race," he warned.

  "Italy lack strategies and ideas how to address the security problem," he said.

  "Italian clubs are so successful but Italian football is not properly organised.

  "We believe there should be more co-operation between clubs, association and the authorities to implement new legislation on safety in stadia. The security situation in Italy is not satisfactory."

  Despite Olsson's reservations, the majority of the UEFA executive are believed to support Italy's bid.

  The Italians hosted the four-team European championship final in 1968 and an eight-team tournament in 1980.
