A major principle of "One Country, Two Systems" is that Macao People Rule Macao. Today, our reporter Wang Mangmang speaks with a woman who exemplifies this. Florinda da Rosa Silva Chan began her career thirty-five years ago as a government typist under Portuguese rule. Today she is the second-in-command of the Macao SAR government.

Chan said, "We cannot separate we as the government, you as the citizen because we're also citizens. As you may know, until the last day before the handover, all the policy secretaries were Portuguese coming from Macao. So local people governing our own place, the place where we were born. And this morale, this motivation, this honor is not only for myself."

CCTV reporter Wang Mangmang said, "You started in 1999 with a force of more than seventeen thousand. What's been your biggest accomplishment?"

Chan said, We have lots of contribution and lots of supports from our citizens. That is the beautiful thing that we have. So we have all these experiences over the ten years. Yes, lots of things have to change, have to do better. But for the future challenges, we have confidence."

"So provided that it's good for the public administration, provided that the policies and the strategies are good for the people, we have the full autonomy. Nobody interferes us, and we have this full autonomy to work together and to set up and to make the decisions according to the need of our people."
