China says the war crimes assessment by the UN must be conducted on the condition that Syria's judicial sovereignty will be respected. China insists the Syrian conflict should be resolved through dialogue. 

"The international community should respect Syria's sovereignty, independence, national unity and territorial integrity, when taking any actions on Syria. Any moves must have positive and constructive effects on the work toward political resolutions. The actions should help to promote solidarity among UN members rather than complicate the situation," Wu Haitao, China's deputy permanent representative to UN said.
