European Union leaders are inching forward in talks on Greece's debt crisis. A special meeting of euro zone leaders is still possible late on Thursday after the first day of the EU summit.
Despite prospective talks on the Greece debt issue, divisions still exist on how the EU should support Greece if it struggles to meet its debt obligations in coming months.
A number of member states and the European Commission believe the EU should agree some kind of mechanism at the summit to help Greece.
Other member states, like Ireland, are comfortable about the involvement of the International Monetary Fund in the issue.
Germany has also softened its stance, noting it might agree to bilateral loans, but only if the IMF takes the lion's share of the intervention.
