70 million people are expected to visit the Expo during the 6-month event. The long time and large amount of visitors are both creating pressure for police. 8,000 police officers from other parts of the country will join the city's present 46,000 police and 1,000 retired officers to maintain security. The coast guard will also patrol the sea 24 hours a day to prevent terrorism. Security officials are calling on society to cooperate with them.

Zhang Xuebing, director-general of Shanghai Public Security Bureau, said, "The cooperative ideal is useful in social security maintenance and social management. The police must cooperate with the community, including mass social groups. Only cooperation can create a secure environment."
