Two major events took place in July between China the US despite the ongoing intensive tade negotiations. One is the release of Pantagon's annual acessment about the PLA. The other is the resumption of the senior dialogue between Rober Zoellick, the first deputy Secretary of State in the US and his Chinese counterpart Mr, Dai Bingguo . It seems that the importanc of the having a regular strategic dialogue between the US and China has resurfaced.
