A group of experts is sifting through the wreckage of a Shanghai apartment building, trying to find out why it toppled over. Authorities have told nine employees of the real estate developer and contractor not to leave the city, as they check the safety of all buildings under construction in the city and assure the apartment owners the money they invested is safe.

The city's urban construction authority brought engineering experts in to inspect the collapsed building and find out why it fell on its side on Saturday morning.

A 28-year old worker was killed.. and neighbors were forced out of their homes. The experts are examining the foundation and structure. They will analyze the composition of the construction materials used in the project.

Chen Zhiqiang, spokesman of Minhang district, said, "We are controlling the capital of the developer, so property buyers' money is safe. We guarantee that the rights and interests of buyers will be protected."
