Helping lower income earners get their own homes has become a top concern in the country. The southwestern municipality of Chongqing is taking the lead and building up to 2 million square meters of public housing for rent by the end of the year. Chongqing's mayor says this move will mean fundamemtal changes to the structure of housing.
Huang Qifan, Chongqing Mayor, said, "It's too extreme to adopt just one pattern, whether it's public rental housing in the planned economy period or 100 percent commercial housing in the last 20 years. Chongqing will promote a public rental housing scheme, which allows the government to control 30 to 40 percent of residential demand, while the rest will be solved by commercial housing."
