China files WTO complaint over EU duties on shoes

The World Trade Organization says China has launched a dispute over EU anti-dumping duties on leather footwear. In Thursday's filing to the WTO, China says that it is seeking consultation with the European Union over the duties, the first step in a formal dispute.

The EU extended duties on Chinese and Vietnamese shoes by 15 months during a vote in late December 2009. The prolonged duties took effect on January 3rd, amounting to a 16.5 percent tariff on imports of Chinese leather shoes, and 10 percent on those made in Vietnam. If the two sides do not resolve their differences within 60 days, China can ask the WTO to rule on the case.

European retailers and global shoe brands had opposed the extension, on the grounds it would lead to higher prices for consumers. Shoes made in China and Vietnam are estimated to take up 30 percent of the EU market.
