Let's take a look at the history of China's Number 1 Document. During the country's reform and opening-up process, there have been a total of 12 such Documents focusing on the agricultural sector.
From 1982 to 1986, the paper was issued five years in a row, setting the tone for rural reforms in those years. Starting in 2004, China again dedicated the Number 1 Document to the rural sector, aiming to address the insufficient income among the rural population.
