The concept of a low carbon economy has been gaining popularity in China. Nanchang, the capital of east China's Jiangxi Province, has held a low carbon conference and expo, in hopes of promoting a cleaner environment.

At the expo, provinces are taking different approaches in developing a low carbon economy. Jiangxi Province is focusing on solar, LEDs and service outsourcing to lower its carbon footprint. Jiangsu Province is taking the path of researching, manufacturing and assembling solar and wind power facilities worth billions of yuan. Shanghai is subsidizing companies that upgrade their energy efficiency.

Zhou Changyi, Head of Dept. of Ministry of Industry and Information Technology, said, "These new industries do need government support. Otherwise they cannot survive market competition with traditional industries. It's the government's duty to support and nurture these new industries."

Many cities share the ambition of building a low carbon city by restructuring industries. Some even want to use the phrase on the city's name card.

Huang Yaping, Recycle Economy Office of Guiyang City Government, said, "We recycle industrial waste. We also make full use of by-products in mineral resources to make sure energy is saved. All these measures are achieving a low carbon target. They are tangible results. It is not just empty talk."

Hu Xian, Nanchang mayor, said, "Our city has been developing fast. But we have always been trying to find a way to balance development and the environment. We aim to protect the environment while developing the economy. "

A low carbon economy is a concept that refers to an economy with minimal emissions of greenhouse gases. It's a precursor to a more advanced, zero carbon society based on renewable-energy.
