 Shanghai's set of new road rules came into force in March. They prohibit drivers from answering and making phone calls, and browsing electronic devices.

Under the stricter regulations, it is banned to receive phone calls or watch videos on hand-held phones. If drivers are found using phones, they are slapped with 2 penalty points and a 200 yuan fine.

However, a survey on CGTN's news app found that over half of the drivers interviewed admitted to sometimes looking at their phones while driving. Some of them even sent messages or made phone calls. Despite the flagrant use of cellphones while driving, doing so is actually banned in many parts of China.

And to put the dangers of cellphone use in perspective -- looking at one's phone takes at least 3 seconds, during which a car can move forward about 50 meters, uncontrolled.

This could be more dangerous than driving drunk or while under the influence of drugs. While using a phone, drivers react 35% slower than normal... compared to 21% slower while under the influence.
