How are CPPCC proposals put forward? What happens to them afterward? Our reporter Wu Lei talked to a CPPCC member in Guangdong Province and tells us more.

Zhang Huarong wears two hats. He's the president of the largest female shoe manufacturer in China, based in Guangdong province.

And he's a member of the 12th Chinese People's Political Consultative Conference... an advisory body with delegates from a range of sectors and groups in society.

Their main task: put forward policy proposals to the government.

At this year's Two Sessions, Zhang's proposals will focus on the One Belt, One Road Initiative and economic reforms.

"For the One Belt, One Road Initiative, I hope China and other concerned countries would work together to provide a better legal, political, and business environment for enterprises. At the same time, these companies should keep improving their corporate culture, as well as the business and living environment for their staff to ensure their sustainable growth," Zhang said.

Zhang said he prepared for about 6 months to present his proposals this year.

With the rapid development of information and digital technology, he suggests that government and industries make better use of big data.

"For example, we can make everyone's personal information associated with one number. All the information will become easier to access and more transparent. All aspects including health and job evaluations will be included. Big data will largely improve the efficiency of our corporate and social management, as well as our credit system," he said.

Along with other CPPCC members, Zhang will sumbit the final proposals after several group discussions. Not every proposal will be adopted, but he said it is his responsibility to advise the government.

My colleagues in Beijing will be there to keep track of how his proposals will be handled.

What happens to a CPPCC proposal?

Taking the torch from my colleague Wu Lei, I'm now at the hotel where CPPCC member Zhang Huarong (or just Zhang) and his fellow members from the All-China Federation of Trade Unions are staying during the Two Sessions.

He had two proposals, but after much deliberation, Zhang has decided to only submit the one he feels strongest about. That is, to help Chinese companies operating in Africa resolve financing difficulties.

His own company runs a shoe factory in Ethiopia, and employs more than 6,000 workers. He's hoping differentiated loan policies can be provided for overseas Chinese companies such as his...

"I think this proposal will probably be directed to the Bank of China, some policy banks and the State Administration of Foreign Exchange. They are the experts in this field. They replied to my proposal last year either through telephone or a letter. I think our proposal will definitely help solve some problems," Zhang said.

Zhang' proposal has gained support from other CPPCC members -- a dozen of his fellow members have added their signatures to the proposal.

All he needs to do now is to submit a hard copy and an electronic version of his proposal to the proposal collecting group.

He expects to receive an official response from the related government departments later this year.
