The city of Wenzhou in eastern Zhejiang Province says that properties whose land use rights have expired can be traded without the payment of related transaction fees.

China's Property Law says that land use rights for residential use can be "automatically renewed." But the measure doesn't clarify whether that involves a fee.

Wenzhou's temporary rule implemented Monday says that owners of property with expired land use rights do not have to apply for an extension, nor do they have to pay an extra extension fee.

China's regulator said last month that it is studying a legal arrangement for residential land use rights.
