China's top legislature is deliberating a draft law to regulate the country's surging e-commerce.

The draft law was submitted for review by legislators of the National People's Congress Standing Committee. The draft law aims at facilitating e-commerce growth, maintaining market order and protecting consumers' rights.

The draft law said China should put online and offline commercial activities on an equal footing and protect the safety of e-commerce transactions.

The draft provides that all e-commerce vendors should acquire necessary certificates and pay taxes. Third-party e-commerce platforms will have to offer technical support for law enforcement.

China is now the world's top e-commerce market. The sector has been expanding fast but many legal problems have emerged.
