"I could say that the biggest barriers are that some are not participating, I think OPEC is a consolidated organisation. All decisions need to be unanimous, so the expectation is that if we agree on something we would like to agree on something sustainable and that benefits everyone and also that everyone needs to be participating. We are working very hard and still working so don't prematurely jump to conclusions until we meet."said United Arab Emirates Energy Minister Suhail al-Mazrouei.
