According to YTN news, who cited Seoul prosecutors, Choi Soon-Sil, the woman at the heart of the political scandal engulfing the South Korean president, has returned to Seoul early this Morning.

Choi has been holed up in Germany since early September. She's expressed her willingness to cooperate, and apologized to the people "for letting them down and causing them frustration" through her lawyer.  Her lawyer also says Choi has spoken with prosecutors to schedule her questioning.
