Beijing is hosting the Xiangshan Forum, now in its second day. Some 400 defense officials and scholars discussing global security cooperation. Representatives from 59 countries and six international organizations are attending. The opening ceremony and two plenary sessions were held this morning.
Chinese Defense Minister Chang Wanquan delivered a speech. He said cooperation is needed to maintain both regional and global peace and stability. He said some nations are now sacrificing other nations' security to pursue their own absolute security. Chang said China is promoting a new concept in international security.
"It's a pressing matter to abandon the Cold War mentality, and build a new security concept that is common, comprehensive, cooperative and sustainable."
"China proposes that all sides take a new path of communication, that is, use dialogue rather than confrontation, build partnerships but not alliances," said Chang Wanquan.
