Answer (A): The Global economy has been driven away from a sustainable developing track since the 2008 financial crisis. The G20 intended to "reboot" economic growth with the best multilateralism system that combines the most influential developed and developing countries and emerging economies in the world.
Prior tasks for the G20 should be to analyze challenges and threats of a stable global economic growth and formulating feasible joint measures subsequently, further reforming the international system of global economic governance through negotiations and agreements, by pinpointing the most promising directions of future social economic development.
With proper organization and a coherent agenda, the G20 can make material contributions to stabilizing the complicated world economy and creating the right conditions for integral sustainable growth.
Q: What are Russia's expectations for the upcoming G20 Hangzhou Summit?
A: China has suggested that this year the summit should focus on innovative growth, more effective global economic and financial governance, robust international trade and investment, and inclusive and interconnected development. We are delighted, since these priorities do match with our presidential agenda in 2013 and are, to a large extent, a further extension of it.
I believe China, with its experience and previous work, will hold the event in Hangzhou successfully with breakthroughs to see opportunities as a source of global economic growth and innovative development.
As Russian President Putin stated during his visit to China last June, Russia is willing to provide support for China's G20. We are willing to carry through constructive cooperation to ensure fruitful results of the forthcoming summit meetings.
Q: Although economic issues are the main content on the agenda of the G20 summit, combating international terrorism, extremism and preventing regional unrest have never been so urgent. So will the summit pay attention to security issues?
A: Yes, the G20 is more of an economic forum than managing regional or global security issues, which have their own platforms and are first under the jurisdiction of the United Nations Security Council. But it is true that almost every country faces challenges and threats at the moment. And these problems do have a negative impact on the global economic and financial system, regional integration process and national economic growth.
It should be noted that the G20 Hangzhou Summit plans to discuss the issue of raising funds for combating terrorist organizations. The discussion forum suggests that all participating countries should strengthen cooperation in this matter and provide relevant advice to financial and anti-terrorism organizations, coming first of which is the "special organization of combating illicit money laundering activities."
Moreover, it is predictable that some participants will refer to regional political unrest and creating secure conditions for sustainable development of the global economy during the summit.
Q: What role does cooperation between Russia and China play in the framework of the G20? How do bilateral ties expedite recovery of the global economy?
A: Concerted action within the G20 framework is an important factor in the Russia-China strategic partnership. And this is already a pretext for the two countries to play an important role in establishing a reasonable framework for global economic governance.
It is not enough to balance the global economic situation by relying on the strength of Russia and China, yet close cooperation between Moscow and Beijing, their positive stance and constructive adjustments will display a positive influence over the G20 agenda. We have made mass joint actions to deliver a promising proposal for this platform and provide suggestions for tackling international issues based on our own experiences.
Q: President Putin and Chinese President Xi Jinping have met 15 times already. What should we expect from their meeting in Hangzhou?
A: That is true. The two summit leaders not only have regular meetings annually but also have meetings under the framework of the related international event that they both participate in. The close interaction between the two leaders shows the maturity of our bilateral ties, which serve as a strong impetus for further comprehensive development of Russia-China relations.
It is known that Russian President Putin paid an official visit to China on June 25, where the two summit leaders met and reached broad consensus on key matters involving bilateral ties and international issues. Those agreements have come to the stage of practical implementation, which also require attention and supervision from the highest levels.
The rest of the schedule on this year's agenda over bilateral contacts remains tight, including meetings during international events and the scheduled 21st regular meeting between the heads of the two countries' governments, and other high-level political contacts.
Given the rapid development of the comprehensive strategic partnership of cooperation between the two countries, the leaders have many common tasks and topics to exchange opinions with each other on a regular basis.
