The Shenzhen-Hong Kong Stock Connect program will begin in mid or late November, according to the China Securities Regulatory Commission.
At the moment, technical systems and supportive policies are still being prepared, and both sides are discussing cross-border supervision and investors' rights. The State Council announced the Shenzhen-Hong Kong stock program earlier this month amid rising anticipation of a new market link. It will complement the Shanghai-Hong Kong stock link which was launched in November 2014.
