Q. Hou Na, what further information could you share with us?

A. Qiu Yuan, the so-called award by the arbitral tribunal appointed by permenant court of arbitration has been questioned by professionals and governments repeatedly.

According to the Abdul Gadire Koroma, who is former judge of the International Court of Justice under the United Nations, the PCA is an administrative body made up of arbitral tribunals.

He also said for non-professionals, it is hard to tell the differences between the UN's official court and the arbitral tribunal. The temporary tribunal which made the award is not a court, but an administrative organization with no sitting judges.

It handles services even for private parties with price tags listed on its website for the services. It was established in 1899, but as the cases had been too limited for its survival, it expanded its scope in the 1930s.

China's foreign ministry said on Thursday that the UN statement further proves the illegality of the award. It also said China has lodged serious representations to Autralia for some leaders' erroneous remarks.

What the arbitral tribunal has done is actually in violation of international law, which allows countries to resolve disputes by negotiations.

The arbitration has even been questioned by some former officials from the Phillipines. The country's former education under-secretary said the clearest example of its unfairness is that it degraded Taiping Island to a rock since it has no hospitals, airstrips or sources of water. He said the Phillipines should have negotiated with China in the first hand.

While there have been at least 70 countries expressing their support for China, the foreign ministry said Manila is still ready for negotiations and dialogue on the issue.
