China-Russia inject new impetus for global strategic stability

On June 25, the top leaders of China and Russia signed in Beijing the Joint Statement on Strengthening Global Strategic Stability by President of the People's Republic of China and the President of Russian Federation, which is the first joint statement to maintain global strategic stability in the world after the Cold War. 

The statement expressed the two countries standpoints on maintaining global strategic stability, which also injected new connotations for global strategic stability. Each age has its own power patterns. Historically, a power pattern is formed by war, regardless of the regional balance of power.

The bipolar structure of the Cold War era was a consequence of the Second World War.  Afterwards, the United States had "peacefully" become the only superpower of the world, and after 20 years, the formation of a multi-polar pattern is accelerating, with characteristics leaning towards peaceful evolution under the backdrop of globalization and global strategic stability. 

Yet, Washington retains traditional thinking to maintain its hegemony in the world via military means. The frequent deployment of US military forces has impacted global strategic stability. Accordingly, Beijing and Moscow should maintain global strategic stability.

The two countries are advocating peaceful multi-polarization. As a rule, the power pattern can't stay the same forever. The "change" is characterized by two forms: mutation and gradual change. After the Cold War, people believed that the possibility of another world war erupting was greatly reduced. 

This makes the power contrasts among countries and the evolution of world power pattern to form progressively, and no power could stop the evolution for multi-polarization. 

Nevertheless, the US still relies on its strength with military alliances of other nations to seek a decisive advantage in the defense perimeter and technology fields. To maintain its hegemony, Washington has to intervene in regional affairs through military involvement to spark regional turmoil. 

This is a serious threat to stability of the global strategic structure. The US is a hegemony country engaging in reckless military developments that would lead to uncontrollable growth of military forces from other nations all over the world. 

This is inconsistent with the times . As responsible big countries, China and Russia stressed that the balance of regional military forces is being changed by the US that could lead to regional turmoil. The regional instability will be a serious threat to world peace and undermines the global strategic stability system.

Since the end of the Cold War, the US utilizes two methods to build its leading regional hegemony order: One is through means of war, sparking regime change and establishing pro-American governments. 

Another is by peaceful means, such as "Color Revolutions" that have caused instability of regional order. Washington is using these methods in the Asia-pacific that could result in possible regional instability.

As big countries in the Asia-pacific region, China and Russia have an obligation to maintain peace and stability in the region, while contributing to global strategic stability.
