The latest round of talks aimed at solving the crisis in eastern Ukraine have ended in the Belarus capital Minsk. But according to the Organization for Security and Co-operation in Europe, no progress has been made.
The humanitarian subgroup of the Contact Group on Ukraine held intense discussions on issues including prisoner exchanges and elections, but no agreement was reached. Talks on a potential amnesty were postponed until the next meeting on June the 1st.
After the latest discussions, representatives of the Ukrainian government and eastern armed forces accused each other of breaking a new truce deal agreed earlier this year.
Both sides had declared their intention to release a combined total of more than 50 prisoners of war. Experts say there are still many obstacles ahead in implementing the Minsk Protocol, which was agreed back in September 2014.
"The main problem is the implementation of the Minsk Protocol. It has not been implemented so far. A very important point in the agreement, is that Ukraine should carry out constitutional reform. And the eastern area should be given a special status, to clarify the relationship between the eastern area and the government," said Eugene Filindash, political expert.
