Chinese Premier Li Keqiang says a comprehensive value added tax reform could prevent double taxation in China. Li also said during a State Council meeting Tuesday that China should prevent local protectionism and improper means to compete for tax revenues during the process of reform.

Li said the government would also stop companies from taking advantage of the tax reforms to utilise production capacity deemed outdated and excessive.
