It's not just the Philippine that's suffering. Severe drought has also hit Southeast Asian countries along the Mekong River.
Water levels on the river have fallen drastically, causing ships to run aground. With little rainfall, Thailand is forecast to ship 20 percent less sugar to international markets this year.
Meanwhile in India, local authorities have also begun rationing water in the country's western Maharashtra state, as it braces for a third consecutive year of drought.
